Policy Analysis
Short or summer course
Appropriate water policy is a prerequisite of sustainable development. However, experts and analysts working on policy processes know that simply preparing scientific reports or policy briefs does not automatically lead to the successful implementation of policy.
In this course, we will offer you modern concepts of policy analysis and use hands-on methods to apply systems thinking and actor analysis to structure complex problems and develop effective policy analysis and policy process designs. This will enable you to contribute to policies that consider society, economy and the environment, which will support sustainable development.
Theory, Methods and Project
The course covers three main topics, which are closely intertwined: Theory, Methods and Project. The first lectures and sessions will introduce you to the theoretical perspectives on policy analysis and its role in decision-making. This is followed by lectures and activities to practice specific methods for policy analysis. In parallel, you will work on your project assignment(s). This work is supported by regular feedback from peers and course instructors.
Course topics covered include the roles of policy analysis, methods for qualitative systems analysis, actor analysis and scenario analysis, as well as designs for policy analysis activities. We will be working with the TU Delft “Policy Analysis of Multi-Actor Systems”.

The European Credit Transfer and Accumulation System (ECTS) is a student-centred system based on the student workload required to achieve the objectives of a programme of study. Its aim is to facilitate the recognition of study periods undertaken by mobile students through the transfer of credits. The ECTS is based on the principle that 60 credits are equivalent to the workload of full-time student during one academic year.
