In this course, participants identify HIV and AIDS-related international agreements, conventions and financial mechanisms, and analyse how these influence national planning and implementation.
What are the key issues in the good governance of HIV responses? How can one negotiate the complex political and financial terrain when planning these responses? How can a manager retain national agency and local priorities while negotiating with international actors and global responses?
HIV is probably the most internationalized and politicized of all diseases and the response to it is equally politicized and influenced by international actors and actions. Health managers planning HIV responses need to be aware of these influences and of issues central to good governance, and should be prepared for managing a large and diverse global resource pool for HIV and AIDS.
In this course, participants identify HIV and AIDS-related international agreements, conventions and financial mechanisms, and analyse how these influence national planning and implementation and vice versa. Participants analyse political and institutional structures and their implications for planning and managing the response. They will also examine the relationship between poverty reduction strategies, development processes and HIV and AIDS and translate these into HIV strategic planning processes.
